For some reason, everytime I take off my cassette and try to put it back on, the first cog wobbles, this doesn't cause any riding issues but I think I'd prefer if it didn't. What causes this and how to adjust?

Does the lock ring thread on by hand easily? Double check that the small cog splines are meshed correctly with the next cog and seated.
It looks to me like your lockring is loose. I would remove the wheel and tighten the lockring to be sure.
Lock-ring either loose or cross threaded.
Best case 11t cog is not keyed correctly on the cassette body, worst case the lockring is cross threaded and the cassette body needs to be replaced.
