What do I need to do? Worked on my old bike there was just a nut on the old one and I put it right on the hub of the wheel. There is this locking lever on both sides of this new wheel. No nut.

Remove the Quick Release skewer completely, spring orientation is narrow section towards hub. Install the skewer through the trailer coupling.
Hold the QR lever parallel to the axle, tighten the nut on the opposite side by hand, fold the lever over to lock the skewer.
You have a problem with your brake cables, the end should be snug in the stop. **Do Not Ride the bike until this is fixed**
