Is it safe to set up pannier’s clamps like this? I had to move it back from pedals as much as possible (otherwise my heel touches the pannier bag. Btw: is the a way to double secure the bag in case clamps brake while moving?

As far as being overly cautious about securing the bags, maybe you can find a way to attach them through the slots on the clamps using Voile Straps. They come in a variety of lengths. That would be a secure method without being a pain to remove like Zip ties each time you want to remove the bags.
