I always just snaked one piece cranks out, without removing the cups.
But if you insist, a cold chisel and hammer to get it started, and then switch to a pin punch or brass drift and work it the rest of the way out.
Sometimes violence is the answer.

You usually don’t have to remove these cups to remove the arm. Nothing in the photo suggests you need to remove the cups. But if you have to remove…
If you have access to bicycle tools, you can try different headset cup removal tools until there is one that fits well. If you don’t you need to carefully remove with a hammer and punch, making sure to just tap a little bit at a time, around the circle. If you only hit one side constantly, you can wedge the cup into the frame and damage the press fit surfaces.

Just keep at it. Spiral the crankset out. There are probably some YouTube videos doing that. The cups should stay in unless you have replacements.

You got that far so I assume you have the pedal off from the non drive side as well. Like others said it should just come out the drive side with a twist/pull. Unless something is in the bottom bracket stopping it from doing that.
YouTube how to remove one piece crank. Should be easy enough to remove but if you have to remove the cups I would use a screwdriver and hammer to pop out the drive side cup first and that should be enough then to remove it and see what was blocking it.
