Maybe you need to adjust the preload of the bearings, it is probably too tight! It wouldn’t hurt to remove them, clean and lubricate them (while checking the condition of the cones and bearings and replacing them if necessary).

Usually means there’s a problem with how the hub goes together. Has it been disassembled at all? Maybe there’s a spacer missing or in the wrong place somewhere, or the end caps have been swapped, or similar

Sure you’re not creating disc rotor rub with the calipers when tensioning the hub?
My other guess would be spacer missing or installed in wrong place/direction.
