
I cut the boot back thinking it was the problem, but it’s still happening. They spin more freely when partly threaded, but as soon as the pedal makes full contact with the crank it gets stiff. From what I’ve read it’s normal for them to be stiff, but I want to be sure this is expected.
New One Up pedals seem super stiff. Is this normal?

You can pull them apart and re-grease them, it’s not to hard to do. Disassemble and then de grease them and then apply new grease and put together. I usually do this once a year during my prep tune up of the season.
If it spins freely before tightening, it sounds like it’s dragging somewhere. I’d try some pedal washers to space them out a bit.
It looks like you have carbon cranks or pedal boots. They are not supported with those. Take off the boots, if they still make contact use a few washers to bring them out.
