I've been seriously interested in bikepacking for a while now and would love to give it a go, but don't know if I'd be wasting time and money trying to use a more compact frame, or if I should just let my son have it and look for something else.

That’s pretty much my rig. And you can fit a handlebar bag behind all the cables there. As an aside, that seems like an usual wheel design for a MTB, but I guess if those spokes can support mountain biking, they can support a little extra gear.
Looks like it would be fine and similar to my newish 29er hardtail which can hold a ton of stuff especially with the rack mounts. I also hose clamp (over inner tube strips) Blackburn cages onto my fork lowers. Handlebar bag and pouch, 2 stem bags, top tube bag, smallish frame bag.
Pretty much ideal!
