Looking for a used bike with a 400$ Canadian budget. Is this a good price? They are asking 250$

Hey there,

I have not owned a bike in over 10 years but I am moving to start ny masters program in a new city. 90% of using the bike will be getting me to and from school, which is less than a 10 minute bike ride away.

I found this on marketplace and seems to be a good value for what I can find within my budget, but I also have no idea what I'm really looking at.

Description states it was originally a fixie but was upgraded to include gears and that the tires are brand new.
