Screw of the right pedal sticks out a lot. The other one is aligned with the crank. I can’t remember whether it was like that when I bought the bike, because I did notice it only recently.
I tried to use multi tool allen key (short lever) to turn the screw left or right but it wouldn’t budge either side.
Is that something that my LBS should check or is it safe?

It looks like the insert that your pedal threads into is coming out of the crank? If that’s the case it’s time for a new crank, that’s barely hanging on.
Not okay, not safe to ride.
You will likely need to replace the crankarm. The pedal should be fine to reuse.
u/dano___ is correct – this is a steel insert in your crank that has come loose. This is meant to be permanently bonded into the crank, and almost certainly can’t be safely rebonded after failure. Replace.
If you bought the bike new, you may be eligible for warranty coverage, but you should take it to the shop you bought it from to inspect. If you bought it used, almost certainly no warranty. Warranties do not transfer on used bikes.
What does your heart tell you? If you look at that and think it’s ok to ride, we have some other problems.
