It’s not really a safety issue but it does mean there is a problem with the hub bearings, like the locknut has come loose or they are worn out

It is an issue, cones need tightening, as seen [HERE](https://youtu.be/SnwVHPgpgVQ?feature=shared) . If you’re not used to bike maintenance I would take it to your local bike shop where they may renew the bearings too.

Well, it’s not supposed to move that way, so there’s that. Yes, you probably should snug the bearings down.
