Got this bike secondhand, first bike I’ve ever owned. Last night the handlebar (or stem?) got loose and the area pictured doesn’t look like any bikes I saw on YouTube tutorial videos.
Any tips on tightening this?
It is rotating right along the orange line in the second image.

That’s an older style stem, known as a quill stem. See the video for an explanation of how it works and how to tighten it. If it won’t tighten, the bolt has either come out of the wedge or broken.
