I have WTB Horizon 650b 47mm tires. I replaced the front with a wire bead and the other tire also blew out of the side later (getting old). The replacement was a non wre or folded tire.
Q: Which would be better on the front and which one on the back.
Q2: the psi for the wired is 40-70psi and for the folded is 35-55 psi – why the difference?
– usually for the wired on road i run 55psi(front), 62psi. (Rear). I am 81kgs.
-photo is of the old tires for illustration.
-thank you.

The wire bead probably has higher pressure rating either because the bead stretches less (so less likely to blow off) and/or because it is a heavier built tire more generally, also making the carcasse less supple and more robust. That is all conjecture.
Which goes on front probably doesn’t matter. You should run an appropriate tire pressure for your weight, and chances are it’s in the range for both tires.
I would run it how you have it then switch front and rear at ~40% tire wear.
that is a lot of psi. i was running 48cm at 30psi max.
