Some info, I am but a humble home mechanic and too many bikes owner. So i got a secondhand bike and was doing some further inspection on the stand and noticed this. its at the same point on either side of the rim, the rim is true but there are signs of the bike being dumped at some point. the defect will catch your fingernail but it’s not huge, it hasn’t been a problem with my shake out rides yet, no weird noises, no faulty breaking, rim runs true. so as far as i can tell it’s okay? It is a reasonable set of rims (Fulcrum S-19 lites) on a mid-market for its day bike so it’s surprising to see a defect like that.
so oh mighty wrench folk:
* is this just a defect from manufacture? i imagine the rims are rolled out from barstock, but this was just a sloppy seam?
* is this a failure? i don’t see any damage to the rim but haven’t pulled the tire to fully inspect
* is this a danger no go, NFG throw out the rim situation or can i ride it till it dies?
* file it down and call it a day?
anyway, just wondering where my oh shit o-meter should be looking at this one.

No issue there, it’s just the seam where the rim is pinned together.
