Hat products would y’all suggest to restore the paint without actually painting, t-cut? And also what can I use to prevent the rusty scratches getting worse?
Those marks look like they’re all the way through the finish to metal. I don’t think you’ll be able to buff them out.

restore the paint? bro… I mean you’ll need paint, some brushes, and a pretty decent artist to “restore” aka repaint the parts that don’t have paint anymore.
Just get some automotive clear coat touch up paint to prevent rust (sand off existing rust first)
Automotive paint could also be sourced to a soooomwhat kind of similar blue, but because of the splatter pattern touch ups will probably look worse than the scuffs.

Boring: Sand off rust and hit with clearcoat
Daring: Sand off rust and hit with contrasting coloured nail polish
