      Those were made by (or for) Girvin. Most of them came with elastomer “suspension” stems.

      I have the 700c version of one of these, it originally came with a Suntour XCD groupset. Perfectly serviceable late 80s/early 90s not quite top tier bike.

      Fun fact: if you still have the suspension stem, you can use skateboard parts to replace the elastomers since they’ve probably turned into goo.
