Trying to make this somewhat tracklocross-esque but being a vintage track frame tire size isn’t gunna be huge. Hoping to squeeze as big as possible in there. Would 30’s fit?

Anyways you have to check the downtube and rear
That looks like a pretty narrow internal width on the rim – which is important to keep in mind because it’s going to drastically effect how wide a tire is vs what that tire is labeled. What rims are on there? Also – don’t just look at the front, the actual problem spot is often in the rear between the chainstays.
I’d also recommend getting a cheap caliper for better measurements like this – they’re just so useful for so many different bike maintenance qs.
If I was a betting man I’d say you could maybe try something labeled 35 and have it fit like a 32? But the only real way to tell is actually mounting one on your rim unfortunately. It also depends on your risk tolerance in terms of clearance between the rubber & the frame.

ETA: The rims, not the fork, to be clear.
Remember, it’s not just the width, it’s also the height. I have a couple of “tall” tires that measure taller than their overall width.
