Loosen clamp, push onto frame fully, lower post to desired position, tighten clamp.
yeah that clamp is supposed to be attached to the seat tube that the seat post goes into. I would unscrew it then fit the clamp onto the tube before inserting the seat post. then tighten it.
decent chance they jacked up the clamp and you will need to remove it and bend it back to go around the frame.
