It says it’s a K2 ECHO 21-Speed hybrid that’s in good condition. It has 28” wheels and 15” frame. Would that fit me? I’m 5” 4”.

Likely not worth it. Grip shifters suck. 28” wheels are not a thing btw, but they look like 700c wheels which is good, but still. You could probably get something better from your LBS that actually has been vetted and works properly.
Most importantly, making sure it fits is #1. Be sure to take it for a test ride to see the size
