So I got a used velodrome frame to replace my deceased Dolan TC. I noticed these backdrops have space for two screws. what goes here? I've seen locks that go here and around the hub axel but nothing like this before. any ideas?

I guess you can loosen up the hex screw and remove tension from the plates so you can pull back the dropouts ? and then you can adjust them perfectly using screws in the rear/m-facing threads ?
some kind of chain tensioner?? look up the frame on their website maybe it has some pics or a description of what they do
