[Q] Why is there a whole on the back of the fork and why are there brake mount points on disc brake bike? (details is comment)

This is about Cannondale Synapse that came with disc brakes.

Questions:

1. There is a hole on the back of the fork (1st pic) but it doesn’t go through all the way to the front (2nd pic). Why? Is it not even a brake mount but maybe for a mudguard?

2. Why are there mounting points that seems to be for brake on the back (3rd pic) when, again, this is a disc brake bike?
