Fresh chain and it’s getting hung up on the chainring? Ye, sounds like your chainring is done in. There may be noticeable burrs or peening on the chainring teeth that are causing it to interfere with the new chain.
New chainring time.
Wait if his chain is 2 links less is that not also too tight contributing to this problem?
