    The cassette joint should be spring loaded against cable tension when installed, so either the cassette joint isn’t engaging the spines on the shift shaft properly, or the shaft spring is disengaged (broken, out of place etc).

    Pull the cassette joint and check if the splined shaft has tension against rotation.

    If not the problem is internal.

    If it does, figure out why the cassette joint isn’t engaging it properly.

    So in order to get to that specific part of the hub your going to have to dismantle most of everything.

    Once done your left with the axle like in Fig. 8.

    The parts attached will be the spring mechanism that pulls on the gear cable.

    That is the point of inspection you need to check out.

    I had an old Alfine 11 which shares a similar layout, dismantled the whole thing.
