I tried poking at it with a small piece of paper and didnt get further than half a millimeter or so. Then I used a hair to check and same result. Is this something to worry about or will the lug hold fine?

Looking at your profile your worries to miles ratio isn’t very positive dude, you do you but if it were me I’d start to wonder whether this was really the hobby for me if it were all just so stressful to me

Missing some brazing from the manufacturing process. Depending on the age and manufacturer it may be kind of common. Not ideal, but could be fine.
If you’re concerned about the looks, no one will notice. If you’re concerned structurally, take it to a frame builder. They can fill with silver which has a lower melting point. It will damage the paint and discolor the steel a little bit.

I would ride it hard and then have a look. It isn’t going to fail catastrophically or it would have done so a couple decades ago.

It’s probably fine, but the downtube-BB joint is one of the most structurally important parts of a frame. Maybe try asking an expert (like a frame builder) instead of a bunch of random people on the internet if you’re really worried about it.

You can’t really say anything about the quality of brazing when paint’s covered everything.
However, you should know this – if it fails, it won’t fail catastrophically. And then it will be a great story, and you’ll transfer the bits to another frame and have a nice bit of wall art.
Just enjoy it. One of my favourite tours many years ago was when I used to take people with learning disabilities on long bike rides – we did some cycle camping around Oxfordshire. His old Dawes Galaxy’s seat tube snapped (and it was an old one, 531PG!). Still made it home, it was just a bit wobblier.

It’s a tiny defect. The joint is missing, what …. maybe nearly 1 % of the brazing? Ride it with a smile.
