As long as the weld isn’t cracked, I would think it’s ok, but I’m not a professional, I’m sure one of the bike shop guys on here could tell you better.

Not at the moment, but flip it over and look at it every now and then.
And paint it, that spot will rust.

I would do a little clean and prep for a small amount dip of auto paint. While doing so, look for any sort of small crack. If you don’t find anything, paint it and ride until you break it
