Brand new Shimano Cues 1×10 on my bike. Set up the derailleur and it seems great except for the lowest gear makes an awful noise. Sounds like it might be from the jockey wheels but only in the low gear. Any thoughts?

to me it just sounds like the hub splines clicking. what happens if you slow the wheel to a stop and pedal slowly from the low gear? when the wheel is spinning so fast, you have to turn the crank really fast to keep up with the hubs engagement?
Its hard to tell from this angle but I think your b limit is off or your chain is too short. Post a pic in the lowest gear from the side.
