Just picked up my latest project, a 5 EUR Hans Lutz touring bike. Came with a wild mix of components, many of them quite nice. The frame appears to be of Columbus SLX tubing.

Handlebars are amazing, jealous
You have some work to do, but it looks like a worthy project. Unusual cockpit, but probably nice for touring. The cable routed through the water bottle cage is an interesting feature
