It seems like a controversial opinion in these parts but if you genuinely like all the parts on the bike, and would’ve picked them and spent that money anyway, why not?

If it’s fully tuned, running nice. Frame looks clean
This bike is worth the money in upgrades. If you wouldn’t change a thing it would be a steal at 300$
If you were to change more than three things on it, it would be a better use of money to buy a crusty neglected bike for 100$ and build it to your dream spek.
I’m going to go against the grain here and say that it’s a fair price — or ballpark — **if** the owner rebuilt the wheels as the description implies. Otherwise, assuming it has all new cables, grease has been repacked in the bottom bracket and head tube bearings, new brake pads and new tires, I’d say $300-$350 is totally reasonable. But double check with the seller about the wheels. If he did indeed rebuild the wheels, this is essentially a new and safe, reliable bike.
What’s under the green sticker on the non drive side? Are you ok with whatever rust/patina is not visible in these photos? My feeling is that $400 is a bit steep.

To me it looks like the drivetrain has lots of miles and you are not getting a fresh bike with a bunch of new upgrades?
