It doesn’t mount to the seatpost, it mounts to the seat stays. Here’s a pic I found on the Internet that might be helpful:

Basically a Pletscher model C or knock off of a Pletscher.
This guy has a decent video of the installation … not the most polished production, but he gets the installation correct.
