Is this the right bike for me?

I found this ~20 year old Fuji bike on FB marketplace. The seller says it’s 23in from pedal crank to seat clamp. I’m about 5’9 so I’m not sure if this bike is a bit large for me. Is it worth it to get it and try it out just because it’s so cheap ? Or am I wasting my time.
