Is the Brompton Bike Cover with Integrated Pouch a bag like the Dimpa or is it open at the bottom?

Hi all

I'm struggling to find an answer for this and my local bike store doesn't carry them. I'm trying to understand if this bag

Can be closed at the top and the bottom making it an actual bag, or if it is just a cover that only closes at the top and can't be zipped at the bottom? Does anyone have it and can tell me?
