Check your chain length. Also check if the cassette is within the range of the derailleur

Maybe the cage tension/return spring is gummed up or stuck?

or your limit screws are out of adjustment. did this issue just start randomly?

Did you change anything or did this just happen over time? I had this issue (with the same derailleur) when the tension spring behind the clutch rusted because water got inside. I needed to open, clean and regrease the whole thing and it works like a charm again.

Clutch might be activated.
Push your pulley cage towards your chain ring and it should disengage. Looks like a small button, typically with an 🔒 icon
If not, your pulley wheel spring is broken, and your RD needs replacing
