I have a track bike I’m using now but it can’t do what I have in my mind so I’m planning to sell and just get a bike like this one that I consider an “all arounder” I was just wondering if there’s any other alternatives other than this one around the same price point?

Squid bikes makes some thing similar but its more expensive, i would go for the stare bike tbh.
Bikes direct has one called cross uno or something around $400
i asked this question a few weeks ago. Squid (So-Ez) and wabi (Thunder) both makes a similar bike, but their frames alone are significantly more expensive than a complete state 4130 and there’s no functional difference between the frames. The state is absolutely by far the best deal on the market.
My 2009 Kona paddy wagon had 32s, but I am pretty sure other people were able to squeeze 35s onto some models. And I know others had racks on their paddy wagons. Not the greatest help, but maybe something to look into if you wanted to go the older route

Are you looking for a complete or are you open to building something up? The State 4130 is very similar to the Squid SO-EZ and Surly Steamroller in terms of tire/ wheel tolerances plus the extra mounting points but the included components are not good.
I picked one up for my son a couple years back and so far have changed out the handlebars, stem, seatpost, saddle and cranks with a mix of better components I had in my bin and stuff I grabbed to upgrade and fit him better. The wheels are pretty heavy and the brakes also very soft and flexy feeling but if those aren’t deal breakers for you it’s a good entry level ride.
I don’t know about the racks but you should build up a Poseidon tracklacross frame and if you do, I’ll get one too.
Santafixie Wild might be what you’re looking for. Around $600-700, chromoly frame and fork, front and rear mounting points for racks, multiple mounting points on fork and wheels up to 45mm.
If you have a decent parts bin, build up an On-One Mulo. Frames are $107/£99. Tire clearance is better than the State.

Most every manufacturer makes a wide clearance now, squid, state, mash, surly, Bianchi, all the staples have one advertised for “gravel”. It’s not like years ago when it was basically just Bianchi and mash
