i was able to clean off a little of the rust with clr ([image](https://imgur.com/a/Hgwp6Kx)). there doesn’t seem to be much if any cracking around the hole, so is this safe to ride?

Seems fine. I’d sand it down to shiny metal and touch up the paint just for completions sake, but it’ll be a looooong time before that becomes a problem.

Often steel frames have holes there, take a look at the other stay. Doesn’t look like a problem from the photos, always difficult as you don’t know what’s going on inside.
Depends on your overall plan but I’d just clean up put some rust remover on and then if you want paint with some enamel paint.
