As shown in the video, the cranks are barely able to spin at all. My question is what can cause this? Do I just need to remove the crankset, clean and regrease the spindle and BB contact points? Or are the bottom bracket bearings shot and I simply need a new BB? I also messed around with the preload ring which yielded no results. Thanks!

You will have to take apart the crank to properly diagnose, but it looks like your bearings are shot. Grease might buy you a little bit, but grease can’t fix it.
Bearings have been fried for a long time. Get them out of the frame before they fall apart.
