Is my back rim pooched? Bought this Cult Gateway used and the back brake was disconnected. Owner claimed it was a bad cable. It’s clearly consistently rubbing so I don’t think it’s an untrue or bent rim. Is this as simple as removing and straightening the wheel? What do I use to loosen the nut in the peg? Is there a tool specifically for that?

Isn’t the wheel just not straight in the dropouts? Just use a socket wrench with an extension on it
Looks fine, just not installed straight. You need a deep well socket with an extension to get the nut inside the peg. Make sure you are using washers as well to prevent the axle from walking in the dropout as you tighten it.
If it spins but rubs in one spot, then the wheel is untrue. Depending how bad the warp is the rim might be too damaged but make sure the axle is aligned properly first.
