Yes, you can ride that 15 miles, but that’s just a basic hybrid and not a touring bike. The seller may be mistaken with their title, as I don’t see any eyelets/braze-ons to attach racks.

This appears to be from the era when Schwinn made a halfway decent bike. I’d take it at that price if it doesn’t need a full drivetrain replacement
