That’s the Stem on a bike a friend of mine gifted me -> 110mm, +7’.
That said, I find the handlebar a bit too low and I was wondering, instead of buying a new Stem, what if I flip it and get 110mm, -7’ stem? Is it possible? Do (broken) ppl do it?

Some stems are reversible, some are not. Does it have three screws or four on the front?
Yes that stem looks reversible. However I would take it to a bike shop to do if you don’t have a torque wrench. Over tightening the stem bolts can damage the steerer tube if it is carbon. Undertighten and you run the risk of losing steering while riding.
The shop will also correctly adjust the headset when flipping the stem.
Most of the stems are reversible, rest are also reversible but not safe.
