That is correct. You need fork mounts.
Zip tie and the cage like this does the job for me

looks like your fork is fairly cylindrical, so you might be able to “create” mount points with [Ortlieb’s hardware](https://ortlieb.ca/products/qls-mounting-set-fork-pack-e235?variant=42938164740257¤cy=CAD&utm_medium=product_sync&utm_source=google&utm_content=sag_organic&utm_campaign=sag_organic&gad_source=1&gclid=CjwKCAjwl4yyBhAgEiwADSEjeJlgnp-rAkZqBQlYQPUQsNxM8AzJsSEt_aXyUX1SlgJxirMqCq2YhRoC1tIQAvD_BwE).
I’ve seen other hardware solutions, that would be less wasteful. Things looking like hose clips.
I used Topeak’s versacages on my last trip and they come with three mounts that you can strap on anywhwere. Seemed secure enough although I didn’t go crazy on any rough tracks
