Have you made sure your axle is fully seated in the fork dropouts?

Before fiddling with dishing and trueing, try removing the wheel and flip it around. If it is out of dish, it will go all to the other side. If not, it might be your fork is not squared.
An out of dish front wheel, even by that much, does not really matter. There are many riding their bikes like that not even noticing of this. Your tires will wear just a few kilometers sooner, and for sure you will not be able to ride it on a straight line with the hands off the bars.
