Nope, take that back to them. Looks like they didn’t set the seal correctly. Do not ride that before taking it back to them. Also they shouldn’t charge you because that is there mistake. Dust seals shouldn’t just pop out.

Nope. The wiper seal is not supposed to move at all. I would take it back.
