The state of charge readings of this type are notoriously inaccurate to begin with, and they are susceptible to water ingress which can make them go high resistance and permanently read low – you can measure the battery terminal voltage to get a basic reading of state of charge.
As others have said, this is a cheapo battery so steady as you go.

It looks like if all 4 lights are lit up then it’s fully charged, if you only have one light showing it’s probably 10-25% charged. Hope this helps!
