The basic staple will mount if you plan on parking the bikes parallel to the wall. Lollipop style would be better if parking bikes perpendicular to the wall.

I was thinking of a shape that protrudes out from the wall and upward but I’ve never seen a rack like that before. Another thought would be a big burly chain bolted onto the top of the wall at various points to accommodate parallel bike parking along it.
If they don’t have something that’ll work out of the box they might be able to custom engineer a solution

Is this a rack so a bunch of people coming and going can lock up their bikes or a ground/wall anchor to secure your personal bike?

how deep is that slab? 6” minimum? just surface mount it with bolts shorter than that. grout the interface between the rack and concrete or pre-grout the bolt holes to really seal it.
barring that, you could design your own that mounts to the wall and send some simple drawings to a metal fabricator, it’s just some 2” tube.
last option: get staple racks and mount them to long 1/2” steel plates and just set the whole thing on the ground. it’ll be way too heavy to move.
