  1. That is not a well-maintained bicycle. It’s a perfectly fine bike, but you run the risk of it needing majority maintenance. I’d have it looked a professionally if you’re not comfortable doing it yourself unless the seller is parting with it for no more than about $200. You could very easily put $200-300 into it just to make it something you feel safe riding (brake job, new cables, possibly replacing rusted bits, checking the bottom bracket, truing the wheels if necessary, shifter adjustment, etc).
