I'm in the process of doing up an old Voodoo Bizango (the yellow and black one from 2012ish ). The headset spacers had rusted to the steerer so were a bit of a pain to get off. They are air forks – the stanchions are fine and I can service the forks myself. But before I treat the rust on the steerer and throw (a small amount of) cash at servicing them (including replacing the star nut), I'm wondering if the rust is likely to have left the steerer unsafe.
Alternative is to find a cheap replacement pair (in UK).

Same thing happened to me, same bike, but not as bad as yours. Once I cleaned the rust off it was fine, just surface rust
sand all the crust off to find out if the rust bit into the tube or if its all surface rust. from there you can use good judgement
