the chain is noticeably looser and will not shift into the lowest gear and the chain touches the derailer when in the highest gear can i adjust this or do need a new chain or etc thanks

Stepping down by two teeth on the cassette will essentially shorten the max distance by one tooth (that’s half a chain link). Unless your chain was conservative before, there would be no need to take a link out.
if it doesn’t shift into the lowest gear then it’s not an issue with the chain but with the setup of the derailleur.
You can should the chain by 1 or 2 links if it doesn’t have enough tension on the highest gear.
Make sure the derailleur is adjusted properly though, check the limit screws and the B-tension screw.
Try adjusting B tension.
