Is it a non-locking cassette? Would I need to take two chain whips and screw in opposite directions to get it off? Any way around this without a specialized tool?
Two chain whips, one to hold it from turning and the other to unthread the bottom cog.

Shimano Uniglide cassette. They aren’t made anymore. If you find a new old stock one, be ready to pay well over $100. The best fix is to get a new wheel
