how can I remove this layer on my frame? It is quite porous and can be removed with your fingernail. The frame is made of chrome-molybdenum steel. Steel wool is probably too aggressive, right?
Idk, if it can be removed with a fingernail, maybe a plastic scraper?

I think that’s clear coat coming off. I had what turned out to be bad clear coat that I’d tried to clean with alcohol. That actually removed it in a small area, but in my case would have taken away too much work to completely strip. Since yours is scrapable where mine was gunky, you might have better luck with alcohol.
