When I loosen the cable they look fine but pulling the lever is wicked sluggish. Tightening the cable tension the brakes work perfectly but look too close and weird.
The pads may be worn or you need to swap the washers around the so that the thicker ones are behind the pads increasing the distance from the wheel to the caliper

Could it be that those are not V-brake levers?
I’ve had this happen to me when I tried to use cantilever levers with V-brakes. The cable pull is too short and to make it work properly the cable travel at the brake end has to be very short.

Do you feel it drag when you spin the wheel? You should not have any drag, it should spin freely and be as close is it can be with no drag on the wheel.
