I know nothing about bikes. I don’t know if I’m missing a piece. I don’t even know what that clamp part of the stem is called. Even my kickstand is stuck. Any help would be greatly appreciated!
It’s almost like the clamp is too small for the handlebar, if that makes sense?

something seems wrong, those bolts look like they have a lot more space and you should be able to tighten them much more. You can try taking them out, cleaning and applying grease to the threads. That might help to get them tight enough. It may also just be that the handlebars are a smaller diameter than the stem.

If the bars and the clamp are the same size, remove both bolts, hold the faceplate steady to the bar, and tighten each bolt gradually, taking turns between them.

Maybe the faceplate is upside down?
