The first step is to loosen that stripped out bolt… good luck!

You need a “bolt extractor” drill bit, and an electric drill. The bits typically come in packs with several different sizes.
Also, that bolt is not going to be usable afterwards.

Sometimes you can hammer in a slightly too large torx bit to recover from a stripped allen head.

This bolt is now toast. Therefore, without having to purchase a bolt extractor kit or hammering a sacrificial torx bit in there, you could try drilling through the top of the bolt so that the head breaks off of the shaft. Then, push the exposed bolt shaft further down the stem tube to released the pressure fit and the stem should come right out.

We use these at work. The twisted head on the end works miracles sometimes. Otherwise, yeah bolt extractor & a drill.
Drill into it enough to pop the head off. Use a drill that just barely does or doesn’t fit into the Alan wrench hole
Do all of the above, but looking at that old stem makes me think of sawing it in two. Handlebar can be saved.
